By continuing to support new and exciting civic initiatives and mobilizing community resources, the Eurasia Foundation of Central Asia will remain one of the most important civic institutions working in the region.

In Kazakhstan, the Foundation implements the Open Budget Kazakhstan program to involve citizens in the process of drafting, managing and monitoring local government budgets. The Foundation and its grantees under this initiative have successfully lobbied the Kazakh government to issue a decree that all state budget information should be made accessible to citizens though publications and websites. In addition, public hearings prior to budget development were instituted in four regions of Kazakhstan. This increased transparency has already yielded results.

Students Push for Higher Standards Eurasia Foundation of Central Asia, Kyrgyzstan Krygyz universities face serious challenges around issues of transparency and educational standards. Launched in February, 2009, the Improving the Quality of Higher Education Initiative builds the capacity of student bodies to address needs, and assess and improve transparency and the quality of education. At a March, 2009, conference, school administrators and student activists learned that a number of corruption-related problems had been uncovered at six pilot universities.

EF Network’s most active donors, Ricard Salevik and Jean Frederic Gauvin, began a 16,000 kilometer bike ride from Oslo to Beijing in March. Wanting more than just adventure, they are using this opportunity to raise funds for social development projects in the region and have selected to work with Eurasia Foundation of Central Asia (EFCA) to support two youth income generation projects in Tajikistan.

The Caucasus Research Resource Centers (CRRC), a partnership between Eurasia Partnership Foundation, Carnegie Corporation of New York and local universities, recently conducted a nationwide survey on Georgians’ general political views and attitudes towards the protests.
